PS Dr. Ouma Oluga Challenges KEMSA to Think Bigger, Act Bolder

Newly appointed Principal Secretary Dr. Ouma Oluga has challenged KEMSA to ditch business-as-usual and adopt bold, innovative strategies to supercharge its role in Kenya’s healthcare system.
During his maiden visit to KEMSA’s National Supply Chain Centre in Embakasi, Dr. Oluga urged the Authority to become a driving force in delivering fast, efficient, and future-ready health solutions.
He reaffirmed the Ministry of Health’s commitment to strengthening institutions like KEMSA to deliver maximum value to Kenyans.
This high-level visit signals a strong push to align KEMSA’s transformation with national health priorities—and fast-track impact.
During the detailed tour of our operations—from procurement and warehousing to automation and last-mile distribution—Dr. Oluga was appraised of the progress KEMSA is making to build a leaner, smarter, and more accountable institution.
He underscored the vital role KEMSA plays in realising Universal Health Coverage, a key pillar of the Government’s health agenda, and urged the Board and Management to drive bold, innovative solutions that can restore performance, rebuild public trust, and deliver results.
Dr. Oluga emphasized that operational excellence is non-negotiable—it's the backbone of delivering life-saving health commodities to every corner of the country.
The KEMSA Board Sessional Chair, Ms. Catherine Ngahu, informed the Principal Secretary that the Authority’s staff establishment has received approval from the Public Service Commission, with implementation set to begin immediately.
Ms. Ngahu emphasized that the move will stabilize KEMSA’s human resource framework, enhance staff morale, and drive greater productivity—key steps toward building a more efficient organization.
KEMSA CEO, Dr. Waqo Ejersa, reaffirmed management’s commitment to transforming the Authority into a dynamic institution that effectively supports the Ministry of Health’s mission to improve health outcomes nationwide.
